Title: Bond refund incorrect statement

Wasn't sure this warranted it's own thread as the bug is so minor, but it doesn't appear to work entirely flawless so why not.

I had set the account to vacation mode and went to http://silkroadvb5piz3r.onion/account/bond_refund to apply for the Bond Refund. After I applied it said "Your bond has been refunded.", but nothing had happened. I went to settings and changed back to active mode, tried again and again got the message "Your bond has been refunded." - except this time it worked and I got refunded.

So I suppose the bug would be it says "Your bond has been refunded." regardless, would be preferable if it said something like "You're currently missing the criteria X and Y before you can apply for your bond".
